f • LOUISIANA BOARD OF ETHICS <br /> DATE: OPINION NO.: 97 -092 <br /> RE: In the matter of Royce McMahon, Bobby Hutchins, Donny Rowlands, Wiley <br /> Murphy and Farris Jennings <br /> The Louisiana Board of Ethics (the "Board "), pursuant to the provisions of Section <br /> 1141 of the Code of Governmental Ethics (the "Code "), conducted an investigation into <br /> information received indicating that a violation of Section 1113A of the Code may have <br /> occurred by the purchasing of vehicles and other items from an auction held by the Webster <br /> Parish Sheriff's Office by Bobby Hutchins, Donny Rowlands, Wiley Murphy and Farris <br /> Jennings, while they were employed as sheriff's deputies for Webster Parish. The <br /> information also indicated that Royce McMahon, the former Webster Parish Sheriff may <br /> have also violated Section 1113A of the Code by the purchase of a vehicle and cattle panels <br /> at the auction held by the Webster Parish Sheriff's Office. <br /> On the basis of the information obtained during the course of the investigation and <br /> with the consent of Royce McMahon, Bobby Hutchins, Donny Rowlands, Wiley Murphy <br /> and Farris Jennings, the Board now makes the following essential: <br /> I. <br /> FINDINGS OF FACT <br /> 1. <br /> On April 18, 1996, the Webster Parish Sheriff's Office conducted an auction at the <br />
