IX. I <br /> La. R.S. 42:1115A.(1)provides that no public employee shall solicit or accept, directly or <br /> indirectly, any thing of economic value as a gift or gratuity form any person or from any officer, <br /> director, agent, or employee of such person, if such public employees knows that such person has <br /> or is seeking to obtain a business or financial relationship with the public servants agency. <br /> X. <br /> Based on the foregoing facts,Deep Delta Houseboats,LLC, violated La. R.S. 42:1117 by <br /> virtue of the provision of a thing of economic value to Mr. Jeff Edgecombe and Edgecombe <br /> Construction, LLC, at a time when Mr. Edgecombe, a Council Member for the Parish of <br /> Plaquemines,and his wholly owned business, Edgecombe Construction,LLC,were prohibited by <br /> La. R.S. 42:1111C(2)(d) from receiving such a thing of economic value, due to the lease between <br /> Deep Delta Houseboats,LLC's and Plaquemines Parish. <br /> XI. <br /> In accordance with La. R.S. 42:1141C(3)(b)(iv), the Board designates Suzanne Quinlan <br /> Mooney and Michael Dupree as the Board's trial attorney in this matter. <br /> WHEREFORE,the Louisiana Board of Ethics requests that the Ethics Adjudicatory Board <br /> (a) conduct a hearing on the foregoing charges; (b) determine that Deep Delta Houseboats, LLC, <br /> violated La.
